Solar-powered apartments proposed on Near South Side

Solar panels may soon cover the Near South Side rooftop that used to hold a big sign that read “Muhammad Speaks.

If a zoning change is approved, the vacant South Federal Street factory building would be redeveloped as 47 apartments by a firm that focuses on using sustainable energy.
